Most of your exploring will be done on foot, especially around the Old City, although if you're heading up to Jebel Qassioun (Mt Qassioun) - and if you're staying at Art House - you'll need to use taxis.
Taxis are cheap and plentiful in Damascus; most use meters, but always double-check before you get in and don’t get into a taxi where “the meter is broken” without negotiating a price. After you’ve been in Damascus for a while and know the average fares, you can simply get in and hand over the fare at the end if you discover the meter is not working. If you’re not comfortable, you can always take a Star Taxi, which is cleaner and more comfortable and always use meters, although, naturally, they’re more expensive.
